A prokaryotic cell has all its chromosomes just lying around all over the place, without a nuclear membrane to hold them in and keep them organized! Only the most primitive kingdom has cells like this, and that's what puts an organism in this kingdom. Any cell with an organized nucleus belongs to one of the other four kingdoms.
